PURPOSE: A printed circuit film base material manufacturing method and a device for blanking the printed circuit film are provided to easily fix the positions of fixing holes by forming the fixing holes based on the center line of a printed circuit film. CONSTITUTION: A standard fixing hole(14) is formed on the both sides of a printed circuit film(11). The standard fixing hole is formed on a line which is the same as a center line of the printed circuit film. Multiple auxiliary fixing holes(15) are formed along the longitudinal direction of a base material(10) at regular intervals. First through fourth sides are formed on the printed circuit film. The center line of the printed circuit film is positioned at the same distance from the third and fourth sides.
