PURPOSE: An extraction flow control device for improving a speed regulation rate of a power plant is provided to very rapidly increase a stream flow from a turbine by additionally forming a flow control valve on an automatically controlled control circuit. CONSTITUTION: A flow control valve(102) is located between a high pressure turbine(104) and a high pressure top heater(106). The flow control valve controls the flow of steam. A valve controller(100) corresponds a change value of a frequency error signal in a power grid. The valve controller controls the valve switching of the flow control valve.
