The mechanism (15) has a rapid movement part including a main motor (20), and a gear motor (18) converting rotation movement of the main motor into slow rotation movement. A slow movement part including an axle (8) and a cable holder (7) is rotatively actuated by the gear motor according to the slow movement. A braking unit has braking elements formed of brake disk (21) and brake caliper (22) such that the caliper applies braking to the disk. The disk is placed on the slow movement part so as to be rotated according to the slow movement in absence of braking application. The main motor is a permanent magnet motor. The gear motor is a worm and/or gear.
