PURPOSE: A PoC(Push-to-talk over Cellular) service providing method and a device thereof are provided to control group call communication in a PoC server. CONSTITUTION: A terminal c transmits an invitation message to an SIP(Session Initiation Protocol)/IP(Internet Protocol) core B in a PoC connecting state of a first PoC group(600,601). The SIP/IP core B transmits the invitation message for a second PoC group to a PoC server according to the invitation message(603). When a priority of the first PoC group is higher than a priority of the second PoC group, the PoC server rejects a connecting request of the second PoC group(607). The PoC server transmits a non-acceptable message to the terminal c through the SIP/IP core B(608,609).
