PROBLEM TO BE SOLVED: To provide a new load changing unit.

SOLUTION: A load changer 13 being able to change the value of a load for a passing signal comprises: an input unit 13a to which a passing signal is input; a load changer body 13b being able to change the value of a load for the passing signal input to the input unit 13a; an output unit 13c for outputting the passing signal output by the load changer body 13b; and a control signal input unit 13d to which a control signal is input to change the value of the load of the load changer body according to a temporal change in a reference signal which is a reference to change the load. The control signal is a digital signal with a rate twice or more as large as the bandwidth of the reference signal. The load changer body 13b discretely changes the value of the load at a rate twice or more as large as the bandwidth of the reference signal on the basis of the control signal.
