<P>PROBLEM TO BE SOLVED: To provide a communication network system and others capable of setting a different contract band to communication between specified lines and communication between other lines, according to an identification result of connection of communication. <P>SOLUTION: A communication network system includes: a plurality of general line connection devices accommodating general lines via a carrier network; and one or more specified line connection devices accommodating specified lines. The general line connection device restricts a band of an uplink direction packet and/or a downlink direction packet with another general line connection device, and an uplink direction packet with the specified line connection device to a general contract band α, and restricts a band of a downlink direction packet with the specified line connection device to a specified contract band β.
