<P>PROBLEM TO BE SOLVED: To ensure that, even when an attempt is made to reference interrelated count values of a plurality of counters at reference requests issued a number of times, there will be no conflict between referenced count values. <P>SOLUTION: When a counter management module 103 receives a first reference request which specifies one of a plurality of grouped counters, it supplies the count value of the specified counter retrieved from a count value storage area 17a to the requesting source and also sets the count value at the point of time the reference request was received in all of the counters belonging to the same group as the specified counter. The setting is saved with an ID added thereto in a count value temporary storage area 13a, and the ID is supplied to the requesting source.
