A first electrode pair (49) is arranged further to the upstream-side than a second electrode pair (49); and the current density of the second electrode pair (49) is adjusted so as to suppress a drop in current density due to the electrolytic concentration in the water at the second electrode pair (49), which is arranged further to the downstream-side than the first electrode pair (49).
