<P>PROBLEM TO BE SOLVED: To provide services of outputting coupon information according to characteristics of each user and expand the number of users by a simple method. <P>SOLUTION: In the member registration device, a communication unit receives identification information of membership-registered users from portable information media of the membership-registered users, and identification information of users subject to membership registration that the portable information media of the membership-registered users have read from portable information media of the users subject to the membership registration.
