<P>PROBLEM TO BE SOLVED: To eliminate downtime of a machine without making control, such as timing management, complicated. <P>SOLUTION: In a buffer control part 300a, a set value on the first page stored in a register 300 is written in an address "0" predetermined among addresses "0" to "5" of temporary storage parts 503 and 504. A set value on the second page stored in the register 300 is written in the address "1" of the temporary storage parts 503 and 504. Then, set values on the third page, the fourth page, ..., and the sixth page are written in the address "2", address "3", ..., and address "5" of the temporary storage parts 503 and 504, respectively by the same process. Then, a set value on the seventh page stored in the register 300 is written in the address "0" in which the set value on the first page is written.
