Disclosed in the invention is an insulator including an insulating surface. A part of the insulating surface is coated with a conductive paint having a special resistivity. The area coated with the conductive paint having the special resistivity and the area not coated with the conductive paint are configured so that no continuous conductive passage is formed between the upper and the lower hardware fittings in dry environments. The leakage current on the insulating surface caused by the area coated with the conductive paint having the special resistivity can prevent the insulating surface from reaching the temperature for icing in icing climate conditions. Also disclosed is a power transmission device using said insulator. In the icing climate conditions, the conductive paint can increase the surface leakage current of the insulator so as to prevent icing.
