<P>PROBLEM TO BE SOLVED: To detect the deterioration of a coating film such as a heavy anti-corrosive coating film in a more early stage. <P>SOLUTION: In a step S101, the temperature change of a loss tangent in an initial stage of the coating film of a measurement target is measured by dynamic viscoelasticity measurement, a peak by the β relaxation of a resin constituting the coating film is detected during the measured temperature change of the loss tangent, and the magnitude of the peak is set as an initial value. Next, in step S102, the temperature change of the loss tangent of the coating film of the measurement target is measured by dynamic viscosity measurement after obtaining the initial value, a peak by the β relaxation of the resin constituting the coating film is detected during the measured temperature change of the loss tangent, and the magnitude of the peak is set as a decision value.
