PROBLEM TO BE SOLVED: To provide a selection candidate learning device or the like for achieving improvement in the accuracy of learning data with small calculation amount.

SOLUTION: In a selection candidate learning device, from among information in which first information and one or more second information, candidates corresponding to the first information, are associated with each other, specific second information is selected, and a priority adjustment part accordingly updates a priority related to the specific second information, among priorities related to the second information. Thus, the priority adjustment part adjusts learning information related to the first information and the second information.
