<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a fertilizer using powder type extinguishing agent waste as raw material to make the fertilizer applicable to registration for the Fertilizer Registration Act of the Ministry of Agriculture, Forestry and Fisheries. <P>SOLUTION: In the method of manufacturing a fertilizer, water repellency of the powder type extinguishing agent waste is removed to eliminate characteristics as a powder type extinguishing agent such as scattering property, floating property on water surface and hydrophobicity of the powder type extinguishing agent waste, and hydrophilicity as a fertilizer is imparted. Specifically, by compounding the powder type extinguishing agent waste, which includes nitrogen and phosphoric acid and is usable to A, B, and C fires, to an organic fertilizer, water repellency of the powder type extinguishing agent waste can be deprived of by a lipophilic group of the organic fertilizer and hydrophilicity can be imparted.
