<P>PROBLEM TO BE SOLVED: To provide an instruction signal transmitter which is simple in operation and high in robust property and a method for operating the instruction signal transmitter. <P>SOLUTION: An image acquisition part 14 acquires an image picked up by a camera 12, and an image characteristic detection part 15 detects characteristics generated in the image when at least a part of a space in front of the camera 12 is closed.
