<P>PROBLEM TO BE SOLVED: To provide a program control system that is installed on a portable communication terminal and enables control of operation of programs associated with vehicle traveling. <P>SOLUTION: A radio communication apparatus 15 is connected to a battery 13 in an automobile 1. If the radio communication apparatus 15 is supplied with electric power from the battery 13, a program startup signal of the notification that the automobile 1 enables the electric power to be supplied is periodically transmitted to the portable communication terminal 2. If the portable communication terminal 2 receives the program startup signal, it is determined whether or not programs, which are installed on the portable communication terminal 2 and preliminarily registered in association with traveling of the automobile 1, are started up.
