<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses the occurrence of abnormal images caused by adhesion of deteriorated lubricant to a charging device that is provided to an image forming unit on the uppermost stream side in a direction of movement of an intermediate transfer belt, and expands the life of an image carrier that is provided on the lowermost stream side in the direction of movement of the intermediate transfer belt. <P>SOLUTION: In a printer 100 employing a tandem intermediate transfer system, a process cartridge 6Y provided on uppermost stream in a direction of movement of an intermediate transfer belt 8 includes a charging device 2Y employing a non-contact roller charging system, and does not include a lubricant application mechanism.
