PROBLEM TO BE SOLVED: To improve accuracy in determining whether a mobile body is a so-called passing mobile body or a user using a device in the specific detection area of mobile body detection means.

SOLUTION: Determination under the same condition (a reference time t1) is enabled concerning re-detection with the use of a second human detection sensor 30 even when a time for starting a main controller 200 is different since the reference time t1 has not elapsed when the main controller 200 becomes a processable state. Besides, it is adequate that the reference time t1 is set based on the slowest time in the start time of the main controller 200, thereby to enable keeping of the convenience. However, the setting of the reference time t1 for convenience and also energy saving is enabled since correction may be performed under the attachment conditions (a detection distance and a detection angle) of the second human detection sensor 30 or based on the movement speed of a user together with the detection distance and the detection angle.
