PROBLEM TO BE SOLVED: To protect the privacy of a moving object in an image.

SOLUTION: An outline extraction system has an encoding device and a decoding device. The encoding device selects a field prediction mode as a prediction mode used for encoding a macro block under a condition that it is determined that a first encoding amount in the case that the encoding is performed in the field prediction mode is smaller than a second encoding amount in the case that the encoding is performed in a frame prediction mode by a predetermined threshold or more. The decoding device reads out picture structure information and prediction mode information from header information included in encoded data, and in the case that the picture structure information indicates a frame structure and that the prediction mode information indicates the field prediction mode, the decoding device identifies a position on an image of the corresponding macro block as a region corresponding to an outline of an object. The decoding device also processes image data in an outline region surrounded by the outline into the other image data.
