A rope descent apparatus, relating primarily to the field of rope descent, and to the fields of speed governor and speed-governing pulley. The rope descent apparatus is constituted by a fixed support, a safety rope, a safety belt, a safety belt connecting rope, and a descender. The fixed support provides the safety rope with a support point. The safety belt and the safety belt connecting rope are connected to the descender and to a person; the descender is provided with a rope groove (306) that allows for jamming of the safety rope, for sliding downwards along the safety rope, or for use via a fixed pulley scheme. The descender is constituted by a base (301), a T-shaped hanging rod base (2), a T-shaped rod (3), an optional restraining plate (5), and a speed governor or a manual control handle, and has a symmetrical design to prevent the problem of inverted installation. The descender is divided into two types, single-rope and dual-rope, on the basis of the number of rope grooves, and then into three types, manual, automatic, manual-automatic, on the basis of speed control schemes. An automatic descender is provided with a speed governor, automatically controls the speed of descent, and used as speed-governing fixed/movable pulley. The rope descent apparatus is structurally simple, easy to operate, safe and reliable, and applicable for use in high rise emergency escape. Also provided is a universal speed governor that works on the basis of centrifugal force and friction self-locking principles.
