A radio access network 2 includes user equipment 4a, 4b, 4c, allocated to one of several classes, and bars access, at least temporarily, for a user equipment 4a, 4b, 4c according to its class in order to reduce congestion. The radio access network 2 transmits signaling data, which includes equipment class barring data indicating at least one class of user equipment 4a, 4b, 4c that is to be barred and additional data items indicative of loading of the radio access network 2. User equipment 4a, e.g. Machine Type Communication (MTC) equipment, receives the signaling data and, in response to matching its class to the received equipment class barring data, sets a barred status at the user equipment 4a. In response to the barred status setting, the user equipment 4a determines a delay time for an attempt to access the radio access network 2 based at least in part upon the additional data items. |
