PURPOSE: An ion generating device and a manufacturing method thereof are provided to increase a lifetime of an electrode by preventing the abrasion of an electrode pattern due to a dual print process of resistive materials. CONSTITUTION: A substrate(10) is made of insulating dielectrics. An electrode pattern(20) is formed on the upper side of the substrate. The electrode pattern includes a first layer made of conductive materials and a second layer made of resistive materials. A ground electrode(30) is formed on the lower side of the substrate to face the electrode pattern. A hole is formed to solder an anode connection part to the lower side of the substrate.
