<p><P>PROBLEM TO BE SOLVED: To provide an apparatus for management of protected area and a computer program which can execute entrance and exit management within one system and also execute operation management for managing work which is permitted for an outsider who is permitted to enter. <P>SOLUTION: Whether or not the outsider is permitted to enter is determined by comparing received outsider information and the entrance permission rule. When the entrance of the outsider is permitted, the work content in the protected area into which the outsider is permitted is specified by comparing the received outsider information and the work permission rule (S206). Then, the device which is the object of work is specified by comparing the specified work and the work object rule.
