The disclosed operation guidance setting support device is provided with a commonly-defined term storage unit (220) for mutually associating terms by manufacturing line having identical semantic content used in description of guidance rules for each manufacturing line with commonly-defined terms and storing thereof; a common description management unit (216) for creating common description rules on the basis of the guidance rules which have been set in each manufacturing line; and a common description rules storage unit (230) for storing the common description rules. The common description management unit (216) converts the common description rules into terms by manufacturing line used in the description of the guidance rules for the manufacturing line that is being set and provides thereof to a line processing unit (30) of the manufacturing line.
