The method involves calibrating and controlling a pulsed light source by calibrating the number of pulses, the level of fluencies of each emitted pulse and the pulse rate. An area of transparent light-sensitive material is inscribed, where each emitted pulse, the number of pulses and the pulse rate are utilized for irradiating the material in the area to form stabilized fluorescent aggregates (21) from a dopant, while minimizing modification of refractive index and absorption coefficient of a transparent medium (13) in a wavelength spectrum from visible to near infrared.
