A digital broadcasting signal and an apparatus and a method for processing the same are provided to allow a broadcasting station or a service provider not to restrict an access to a data service or the broadcasting signal including emergency broadcasting information. In a digital broadcasting signal, the broadcasting signal is transmitted through a transport frame including a channel for importance service delivery. The channel for importance service delivery has plural data services. The data services have information showing conditional access or unconditional access of a corresponding service. A data service including emergency broadcasting information among the data services is unconditional accessed. The information showing the conditional access or unconditional access has information for indicating that unconditional access is set to the service. |
