PURPOSE: A solar LED underground light controlling device and a method thereof are provided to secure environment-friendly independent power and charging by using a solar panel and a lithium ion battery. CONSTITUTION: A solar battery unit(110) changes solar energy into electric energy. A battery unit(120) supplies power to an LED controller(130). An LED controller includes an LED and an optical fiber. The LED controller controls the brightness of the light emitted from the optical fiber. An optical fiber array(140) receives the light emitted from the LED controller to the optical fiber.
