PURPOSE: A partial driving polymer dispersed liquid crystal pannel and a method for manufacture the same are provided to secure a transparency control for a desired region by partially driving the cross region of a first and a second transparent conductive layer to display a transparent or an opaque screen. CONSTITUTION: A first and a second transparent conductive layer are deposited on a first substrate and a second substrate(S10). A first photoresist layer is deposited on the first transparent conductive layer. A part of the first transparent conductive layer is removed using an exposure process, and an etching process to form a residual area(S20). A second photoresist layer is deposited on the second transparent conductive layer. A part of the second transparent conductive layer is removed using an exposure process and an etching process to form a residual area(S30). A polymer dispersed liquid crystal layer is formed between the first and the second substrate(S40).
