PURPOSE: A development environment management system and a method thereof are provided to limit the use of a software component depending on the authority of each developer, thereby improving security. CONSTITUTION: A software component management unit(230) receives a first request message which requests a useable software component list from a development system. The software component management unit extracts the software component list and authority information based on developer information and a hash value of the development system included in the first request message. The software component management unit generates a first response message corresponding to the first request message based on the software component list and the authority information and transmits the first response message to the development system. An authority management unit(240) stores the mapping relations among the developer information, the hash value of the development system, the software component list, and the authority information.
