PURPOSE: A shrinkage reducing agent composition for concrete including ether compound and urea is provided to control firing shrinkage and magnetic shrinkage of the initial hardening and post-curing dry shrinkage. CONSTITUTION: A shrinkage reducing agent composition for concrete comprises ether based compound, urea, anti-foaming agent and water. The ether based compound is polyoxyalkylene alkyl ether and glycol ether. The anti-shrinkage agent for concrete comprises 10-40 wt% of polyoxyalkylene alkyl ether, 10-30 wt% of glycol ether, 5-20 wt% of urea, 0.05-2 wt% of anti-foaming agent, and residual water. Number of carbon of the polyoxyalkylene alkyl ether is 10-18. The urea is more than one or two kinds selected from ureaform, hydroxyethyl urea and urea-d-gluconic acid.
