PURPOSE: A charging device in a mobile communication network and a charging policy setting method are provided to monitor one service in two or more PCC(Policy and Charging Control) rules by including the PCC rules in a monitoring group. CONSTITUTION: A PCRF(Policy and Charging Rules Function)(150) determines PCC rules for a packet service. The PCRF generates an RAR(Re-Authorization Request) command message. A PCEF(Policy and Charging Enforcement Function)(200) sets the PCC rules based on the RAR command message received from the PCRF. The PCEF sets a monitoring key of the PCC rules based on the RAR command message. The PCEF determines a monitoring level of a usage amount monitoring control instance based on the RAR command message.
