PURPOSE: A method for encoding and decoding an image based on limited offset correction and a loop filter and a device thereof are provided to apply the offset correction and the loop filter to a restored image, thereby minimizing image distortion. CONSTITUTION: A decoder receives a limited ALF(Adaptive Loop Filter) indicator from an encoder(S400). The decoder receives an ALF application indicator from the encoder(S410).
