PURPOSE: An optical power compensating device and a method thereof are provided to maintain a fine recording quality of new data by performing data recording operation with a higher optical power value than a previous value when the new data is overlappingly recorded in an optical disk. CONSTITUTION: When target power is determined, a control unit measures an amplitude of a play RF signal in a specific area of a rewritable DVD(Digital Versatile Disk) and calculates an optical power compensation coefficient(S24-S26). The control unit multiplies the optical power compensation coefficient by the target power(S27). The control unit performs data recording operation by applying a final optical power value after releasing an optical power control mode(S28,S29).
