PURPOSE: A method for encoding and decoding an image by using limited offset correction and a loop filter and a device thereof are provided to limit a performance method of the offset correction or the loop filter, thereby reducing errors in an image decoding process. CONSTITUTION: When an indicator supports limited offset correction or a loop filter, a decoder determines whether or not SAO(Sample Adaptive Offset) correction and an ALF(Adaptive Loop Filter) are performed; determines an SAO parameter and an ALF parameter; and performs the SAO correction and adaptive loop filtering by using the determined parameters.
