<p>In accordance with one aspect of the present invention, a core-shell phosphor composition is provided that includes a core comprising magnesium oxide; and a shell at least partially enclosing the core, wherein the shell comprises a shell material having formula (I) (Y1-xEux)2O3 (I) wherein, 0<x<0.95. In accordance to another aspect of the invention a method of making the core-shell phosphor and a light source including the core-shell phosphor are provided.</p>
