<p>The present disclosure pertains to an image processing device and method with which it is possible to more efficiently perform coding processing and decoding processing. The disclosed image processing device is provided with: a coding unit setting unit for setting the size of the coding unit for displaying the granularity of a slice boundary to a size equal to or greater than the minimum size of a coding unit for setting a quantization parameter; a quantization parameter setting unit for setting a quantization parameter in relation to the coding unit, according to the size of the coding unit set by the coding unit setting unit; a quantization unit for quantizing coefficient data of the image by using the quantization parameter set by the quantization parameter setting unit; and a coding unit for generating a coded stream by coding the coefficient data quantized by the quantization unit.
