<P>PROBLEM TO BE SOLVED: To effectively utilize residual power of batteries mounted on vehicles. <P>SOLUTION: In a step S812, a vehicle electric power management device 1 determines a distance from an establishment to a destination based on exchange request information that has been received. A step S813 computes distance-to-empty of each vehicle parked in the establishment, selects vehicle information of vehicles having longer distance-to-empty than the distance to the destination in increasing order of residual battery power as candidate vehicles for exchange, and computes and transmits extra distances (s1 km) representing drivable distances in kilometers over and above the distance to the destination (r km) for each candidate vehicle.
