Provided is an insulating adhesive film which is characterized by comprising: a to-be-plated layer which is formed of a resin composition for to-be-plated layers containing a polar group-containing alicyclic olefin polymer (A1) and a curing agent (A2); and an adhesive layer that is formed of a resin composition for adhesive layers containing a polar group-containing alicyclic olefin polymer (B1), a curing agent (B2) and an inorganic filler (B3). The insulating adhesive film is also characterized in that: the content ratio of the polar group-containing alicyclic olefin polymer (A1) relative to the total solid content contained in the to-be-plated layer is 50-90% by weight; the content ratio of the polar group-containing alicyclic olefin polymer (B1) relative to the total solid content contained in the adhesive layer is 1-30% by weight; and the content ratio of the inorganic filler (B3) relative to the total solid content contained in the adhesive layer is 50-90% by weight.
