<P>PROBLEM TO BE SOLVED: To provide a gas seal member capable of exerting an excellent gas sealing property and electric insulation property, a fuel cell using the gas seal member, and a method for manufacturing the fuel cell using the gas seal member. <P>SOLUTION: The gas seal member includes a first gas seal layer and second gas seal layers provided on both sides of the first gas seal layer. The first gas seal layer has an electric insulation property in the layer thickness direction. The second gas seal member includes an adhesive and a holding member for holding the adhesive. The fuel cell is provided with a plurality of generating units having a single cell and a metal casing involving the single cell, and the gas seal member for bonding the metal casing of one generating unit and the metal casing of another generating unit.
