This data processing device calculates a temporary number of redundant packets on the basis of a transmittance rate and a frame configuration ratio of I frames to P frames of a wireless network, calculates a temporary redundant packet rate on the basis of the transmittance rate and the temporary number of redundant packets, calculates an encoding rate on the basis of the transmittance rate and the temporary redundant packet rate, encodes the video image data at the encoding rate in order to packetize the same, and calculates the number of redundant packets to add to each frame acquired as a result of the processing of the video image data in order to add the redundant packets to each frame.
