<P>PROBLEM TO BE SOLVED: To safely cut off a heat insulator in a device for quickly and reliably cutting a heat insulator part of a connecting pipe with the heat insulator, and for easily marking on a connecting pipe material part at a piping work site. <P>SOLUTION: The device body 1 includes: a cutting part of the heat insulator 2; and a marking part of the connecting pipe material 3, and is provided with a guide pipe 20 comprising a suitable caliber in the center part of an insertion opening part 4 in which the connecting pipe material a with the heat insulator b is inserted. The connecting pipe material part of the connecting pipe material with the heat insulator is inserted into the guide pipe. The heat insulator part is fitted to the outside. A blade tip part of a blade body 11 is partially cut off by picking operation of an operation part 7 provided at the upper part of the insertion opening part while making contact with the circumferential surface of the heat insulator on the outside of the guide pipe. The connecting pipe material part after cutting off the heat insulator is inserted in the insertion pipe part at the marked part of the connecting pipe material provided at the opposite side of the cutting part of the heat insulator.
