PURPOSE: A charge and discharge system and apparatus are provided to possessively us electrical energy by appropriately controlling charge and discharge of a battery. CONSTITUTION: An operation environment establishing means(21) establishes charge reference time and discharge reference time. The operation environment establishing means offers user interface which inputs the charge reference time and the discharge reference time by using a key button. A time confirmation means(22) grasps current time. The time confirmation means is variously composed according to a method measuring the current time. A storage means(23) records charge reference time and discharge reference time information which is established by the operation environment establishing means. A charge and discharge means(24) charges a battery according to the charge reference time and the discharge reference time. |
