PURPOSE: An electrode catalyst for fuel cell is provided to reduce platinum use amount and to improve the performance of the cell. CONSTITUTION: An electrode catalyst for fuel cell comprises precious metal(22) with oxygen-reduction activity and group 13 element(24). The group 13 element comprises a crystalline catalyst particle in a unit lattice. The precious metal includes one or more selected from palladium, iridium, metal, platinum, rhenium, osmium, ruthenium, rhodium, and silver. A membrane electrode assembly comprises a cathode, an anode in the opposite side of the cathode; and an electrolyte membrane between the cathode and the anode. One of the cathode and anode includes the electrode catalyst.
