The invention relates to wind power engineering and can be used for developing installations for generating electrical energy from wind energy, specifically for developing a wind turbine and a wind energy installation. The wind turbine comprises a system (1) of guide baffles (2), which have an aerodynamic shape. The guide baffles (2) are mounted circumferentially in such a way as to form a ring, with a rotor (3) being arranged inside said ring. The rotor (3) is formed from blades (4). The number of blades (4) should not be less than two, with said blades being fixed at the top and bottom on brackets (5). The upper and lower brackets (5) are each fixedly connected to one another. The blades (4) of the rotor (3) are in the form of an asymmetrical aerodynamic profile. The wind energy installation comprises a wind turbine (15) comprising a rotor (3). The invention is directed to simplifying the design of the installation while increasing the efficiency thereof, as well as to increasing the operational reliability of the wind turbine and the wind energy installation.
