<P>PROBLEM TO BE SOLVED: To suppress variation of transmission delay. <P>SOLUTION: To a transmission device, packets are input at variable intervals. The transmission device measures unoccupied times between respective packets input to the transmission device. Also, the transmission device determines whether to insert predetermined frames between respective input packets on the basis of the measured unoccupied times.
