<P>PROBLEM TO BE SOLVED: To provide a solution filling mechanism capable of filling a solution of high viscosity into a capillary and sufficiently cleaning a sending solution path of the solution in a short period of time. <P>SOLUTION: A storage block 6 includes a reservoir 12 for storing a cleaning fluid, and is provided with a hole 13 on the bottom of the reservoir 12. A seal pin 14 is inserted into the reservoir 12 down to the position of a fixed height from a lower end part, and is a conical member which gradually becomes bigger as the seal pin goes up from the lower end part. The diameter of the lower end part of the seal pin 14 is smaller than an inner diameter of a flow passage 8b communicating with the hole 13 of the bottom of the reservoir 12. A horizontal position of the seal pin 14 is fixed to a position at which the lower end part of the seal pin 14 can be inserted into the hole 13 of the bottom of the reservoir 12.
