Disclosed are a method and an apparatus for coordinating cell outage compensation (COC) and capacity and coverage optimization (CCO), relating to the field of communications. In the present invention, by determining a cell to be coordinated that requires coordinating a COC operation and a CCO operation, comparing priority levels of the COC operation and the CCO operation, determining a high-priority operation and a low-priority operation from the COC operation and the CCO operation, continuing to execute the high-priority operation for the cell to be coordinated and stopping executing the low-priority operation, a problem of conflict caused when COC and CCO operations are executed for a same cell can be effectively solved, thereby ensuring normal execution of a high-priority network optimization operation.
