The present invention can make a directional electromagnetic steel plate with a coating on the surface thereof and a thickness of t mm into a directional electromagnetic steel plate wherein no rust appears for at least 48 hours in an atmosphere with a temperature of 50°C and a humidity of 98% and the iron loss (W17/50) after irradiation by an electron beam is less than or equal to (5t2-2t+1.065) W/kg and at least (-500t2+200t-6.5)% less than the iron loss (W17/50) before irradiation by the electron beam, said electromagnetic steel plate thus being suitable for uses such as the core of a transformer, exhibiting low iron loss, and exhibiting no degradation in corrosion resistance.
