[Problem] To provide a cooling sheet for attaching to clothing which has excellent cooling and cold insulation effects and which is not sticky even when placed in contact with parts to be cooled such as human skin. [Solution] A cooling sheet for attaching to clothing which has at least a gel substrate layer, a support layer and an adhesive layer, has a layer structure in which said layers are laminated in this order, and is used by attaching to clothing so that a part or whole of the surface of the gel substrate layer that is not in contact with the other layers is placed directly in contact with a part to be cooled. The gel substrate layer is formed from a cooling composition comprising a polyvinyl alcohol, which is present in the cooling composition in an amount of 0.5-5 weight%.
