<P>PROBLEM TO BE SOLVED: To solve the problem of the occurrence of a wasteful resource when shifting from a talk time to a silent time due to a different data amount between the talk time and the silent time in a persistent scheduling in which, when a base station 2 transmits resource allocation at initial transmission, the base station 2 allocates resources to a mobile terminal 3 during a certain period using the resource allocation. <P>SOLUTION: When the persistent scheduling is used, on detection of a shift from the talk time to the silent time, a resource at the silent time is allocated to a dedicated silent-time channel and a resource allocated to the mobile terminal at the talk time is released.
